My Sims
I did 2 quick Sims with SBA. 5/6 of dealt. S17-LS-DAS. I used an optimal 16-1 play-all spread, as determined by BJRM: 3,7,10,13,16 at 1-5 true counts respectively.
One with Always surrender 15v0; the other with Never Surrender
Always Surrender:
Initial bet advantage: 1.31883%, St. Err. 0.018783%
Total bets advantage: 1.15050%

Never Surrender
Initial bet advantage: 1.30067%, St. Err. 0.018812%
Total bets advantage: 1.13485%

In these sims, Always Surrender 15v9 outperforms Never Surrender.
Of course, these are very close, and there is a lot of sampling error. So I do not view this as definitive. We could do another run with many more rounds in each sim to get a better answer. I don�t have time to do that right now.
Before getting into that, perhaps you can elaborate a little more on the parameters that you used, and also the methods by which it determined that you should not Surrender.
The index number for 15v9 is so Low (+2) that it is hard to see how it would not be CBS, unless you were using a very weak spread. With such a spread, you might not even have an advantage.
