AC is weird and sleazy like that. Technically all of the casinos can, if they put the sign out on the table. They will only put it out for people they know, but if the sign is there when you sit down to play they have to let you surrender.
Just a little history on that: AC used to offer early surrender in the early days and many pros went there to hammer it. Both early and late surrender are legal in AC but they got paranoid about it and see late surrender as the same as early surrender, not understanding that the profit they get from the way unskilled players use surrender is much more than what they give up to counters by offering LS.
One time I saw the sign left on an empty table in a high limit room and sat down to play heads up. When I went to surrender they said "No surrender," I pointed to the sign and the supervisor said yeah, they have to let me surrender. Count went sky high very quickly, it hit RPC +20 TC at one point. Dealer got 3 BJ's in the shoe and I insured them all. Finished the shoe up around 80 units, supervisor raised his eyebrow and said "Good work" as I politely colored out.
