Not always

Most dealers are trained to avoid changing colors unless they are running low on a certain denomination or the player is becoming flooded with a particular denomination. They dont want the players to empty the float of all the red chips so they will begin to pay larger bets with greens. It also makes it easier for the dealer to color up.
Then again, some of them are just lazyor afraid to make a mistake.
It certainly has great potential for errors (accidental or not!), so be sure to count your payoffs every time they do something tricky. A better plan is to already know what the payoffs are for your bet schedule so that you dont have to do the math every time. The dealers often make payouts from memory, and so should you. Since you are a card counter, your memory is probably better than theirs!
