There are indices for many such double-down and split plays. There isn't one negative (true) count that "fits all."

As Don mentioned, it's not just one count (technical name is "index").
There are index plays for most hands and the best play changes based on the remaining composition of the deck. Generally speaking, when the count is negative (a lot of little cards left), you don't double or split as much as you do when there are a lot oh high cards left in the deck. The decision to split 8's against a ten is a notable exception (you stop splitting that one when you get a really high count).
Search for Hi-lo indexes, or better yet, buy a good book like Professional Blackjack, or Blackjack Attack, 3rd edition. A good start would be the "Card Counting 101" link on the left side of this page.
