advanced omega 2 betting confusion

Books mention with worse rules you need a bigger bet spread to beat the game which makes sense. Blackjack for blood confirms this in a later section. This must be true right? The 2 betting charts on page 89 for the advanced omega 2 say the oppisite. These charts go by the running count for betting instead of using the true count.
Example:

Las vegas rules with double on any two:
6 decks remaining bet 2 units at +20 and more than 2 units at +27
5 decks remaining bet 2 units at +15 and more than 2 units at +21
The chart goes down in a pattern like this to 1/2 deck remaining

Reno rules Double on 10 or 11 only:
6 decks remaining bet 2 units at +27 and more than 2 units at +34
5 decks remaining bet 2 units at +21 and more than 2 units at +27
The chart goes down in a pattern like this to 1/2 deck remaining

So what the chart is saying is bet less with worse rules. How can this be right?

On page 88 Carlson basically defines Vegas = good rules, Reno = bad rules.

All the betting indices on pg 89 are saying is: to justify a bet increase you need higher Running Counts with "bad" (Reno) rules than you do with "good" (Vegas) rules.

So with bad reno rules, the only difference would be double on 10 or 11 only, you need a higher count for + expectation? If you used the same chart for vegas rules and played in a reno game you would be raising your bet to early at the wrong time when the house has the edge?

Check out footnote 21 on pg. 89.
In addition to double down on 1st 2 cards 10 or 11 only, the dealer hits soft 17.

Yes.

Since the running count is positive in the situations we've mentioned, I'm not sure what the math experts would say re: the house having the edge, but, yes, you would be raising your bet too early.
