Who invented the Internet ?
("Those times" are not so distant, kid.) Following the development of the internet, it is clear to me that no single individual, private corporation or gov't entity can claim sole responsibility for inventing it. And I don't think that "inventing" is quite the right term for putting together the whole contraption, either, but that's secondary.
The quantum leaps that have taken place so far, and no doubt will continue to, have required the efforts and support of many people and organisations. If at some point in time someone came up with a piece of software that speeded up developments or directed them towards the right path, then that someone can claim that he "helped" in the creation of the Internet. That includes a politician who pushed through some funding or a piece of legislation or a person in a position of power that took influential strategic decisions (eg the decision by the CEO of gov't-run French phone company giving away for free their Minitels, realising full well and earlier than everyone else that the money was not in the H/W).
So, yes, if Gore's helping to fund a program along the way was crucial or even helpful, he can lay claim that he "helped". Of course, he can never lay claim that he was the inventor! As a pol, methinks he has often been slyly ambiguous when phrasing it. No matter. The putting together of the Internet has many fathers.
Sorta like a massive rave-up with dozens of DJs onstage.
