The poster illegally doubles his bet and then doubles down. This has the same effect as quadrupling down, considering that the illegal action only occurs when he wants to double. Instead of leaving his bet alone and taking as many cards as he wants, he quadruples the money in the betting circle and takes only one card. That's what would happen if he quadrupled down.
Now, the situations where you would illegally double your bet, if you could get away with it, are not limited to proper doubling down situations, but include EVERY hand where you are more likely to win than lose. But the poster only doubles his bet in a doubling down situation.
